There are many uncertainties facing hill farming and commoning. The Agriculture Bill is proposing phasing out BPS from 2021-2027 and the introduction of a new Environment Land Management Scheme to replace BPS and existing Stewardship Schemes. The average hill farm is heavily supported by these payment and in most cases they make the difference between a little or no income. So what will happen to hill farming when BPS goes in 2028?

After analysing hill farm business income data, including his own farm, he has come up with a number of challenging and thought provoking recommendations.
